(Below in Nepali) Mina Parki, residing in Shikhar Municipality, Doti district of Nepal, belongs to a Haliya family background. Traditionally, Haliyas are Nepal’s agricultural ex-bonded laborers who were forced to toil for very little compensation. Her family is temporarily taking shelter in the trust land, a land owned by age-old socio-cultural institution of the Nepali society.
Even after 13 years of abolition of the Haliya system, her family has still not received an identity card that qualifies them to be eligible for the rehabilitation package provided by the government of Nepal. In the featured video, Parki further explains it is not just her family, but nearly 1,000 households of Shikhar municipality that area waiting for their official registration.
“Life is still very hard for the Haliya people in Kapalleki despite being freed”, Mina Parki says.
Gleam of hope for Haliyas
Mina Parki expresses a gleam of hope brought by Freed Haliya Empowerment project that is being implemented in Sudurpaschim province, including Shikhar Municipality where she resides. She further adds, “The trainings we participated in under the Freed Haliya Empowerment project helped us learn about human rights, and we feel more aware about our rights than ever.”
She also expressed her aspirations that she has for herself and her community to lead an equal, dignified lives like rest of the people in the society.
Funded by the European Union, Freed Haliya Empowerment Project is implemented by the consortium of four organizations, Felm, LWF, CAHURAST and R-MHSFN in Sudurpaschim province. The project aims to complement rehabilitation of freed Haliya working together with local government and further contribute in economic and social empowerment. 4,106 households of freed Haliya living in selected rural municipalities will benefit from the project along with people with disabilities (District Land Revenue Office & Local Level record).

“मुक्त भएर पनि हलिया समुदायका व्यक्तिको जीवन अझै कष्टकर छ,” मीना पार्की
नयाँ भिडियोमा डोटी जिल्लाको हलिया समुदायकी युवती मिना पार्कीको कथा, उनको अहिलेसम्मको यात्रा, अनेकन् चुनौतीहरू तथा मुक्त हलिया सशक्तीकरण परियोजनाले उनको गाउँमा पारेको प्रभावबारे प्रकाश पारेको छ।
डोटी जिल्लाको शिखर नगरपालिकामा बस्ने मीना पार्की हलिया परिवारमा हुर्केकी हुन् । हलियाहरू पश्चिमी नेपालका वञ्चित समुदायका हुन् जो निकै थोरै क्षतिपूर्तिमा बँधुवा श्रमिकको रुपमा अरूको जमिन जोत्न बाध्य पारिएका थिए। उनको परिवारले गुठीको जग्गामा अस्थायी रूपमा आश्रय लिएर बसेका छन् । हलिया प्रथा उन्मूलन भएको १३ वर्ष बितिसक्दा पनि उनको परिवारले नेपाल सरकारले उपलब्ध गराएको पुनर्स्थापना प्याकेजका लागि योग्य हुने परिचय(पत्र पाएको छैन।
“मुक्त भएर पनि हलिया समुदायका व्यक्तिको जीवन अझै कष्टकर छ,” मीना पार्की भन्छिन्।
उनले आफ्नो परिवार मात्र नभई शिखर नगरपालिकाका १ हजारभन्दा बढी हलियाहरु दर्ताको पर्खाइमा रहेको बताएकी छिन् । त्यस्तै उनले आफू बसेको शिखर नगरपालिका सहित सुदूरपश्चिम प्रदेशका विभिन्न जिल्लाहरुमा हाल सञ्चालन भइरहेको मुक्त हलिया सशक्तीकरण परियोजनाका क्रियाकलापहरुमा आफु लगायत अन्यलाई समेटेकोमा खुशी व्यक्त गरेकी छिन। त्यस्तै उनले थप्दै भनिन् ,“मुक्त हलिया सशक्तीकरण परियोजना अन्तर्गत संचालन भएका तालिमहरुमा सहभागी भएर हामीले मानव अधिकार सम्बन्धि जानकारी पाए पश्चात पहिले भन्दा आफ्ना अधिकारका विषयमा निक्कै सचेत महसुस हुन्छ ।” त्यस्तै मीनाले हलिया समाजका व्यक्तिहरुले पनि अन्य सरह सम्मानजनक जीवन जिउन पाउनु नै उनको आकांक्षा रहेको बताएकी छिन् ।
युरोपियन युनियनको आर्थिक सहयोगमा सुदूरपश्चिम प्रदेशका पाँच जिल्लामा, चार संस्था( फेल्म, एलडब्लुएफ, काहुरास्ट तथा राष्ट्रिय मुक्त हलिया समाज महासंघ नेपालको संयुक्त साझेदारीमा मुक्त हलिया सशक्तीकरण परियोजना कार्यान्वयनमा आएको छ । यस परियोजनाले स्थानीय सरकारसँग मिलेर मुक्त हलियाको पुनर्स्थापनालाई सार्थक तुलाउनुको साथै आर्थिक र सामाजिक सशक्तीकरणमा थप योगदान पुर्याउने लक्ष्य राखेको छ। छनोट गरिएका गाउँपालिकामा बसोबास गर्ने मुक्त हलियाका ४ हजार १०६ घरपरिवारले अपाङ्गता भएका व्यक्तिहरू (जिल्ला मालपोत कार्यालय र स्थानीय तह अभिलेख) यस परियोजनाबाट लाभान्वित हुनेछन्।
